Mazars Central and Eastern European tax guide 2023

The Hungarian office of Mazars published for the eleventh time its regional tax guide, which presents snapshots and comparative charts of the tax systems of 25 CEE countries for 2023.

This guide, which has grown from covering 15 countries in 2013 to 25 in 2023, delves into a broad spectrum of tax issues, focusing on corporate income taxation, transfer pricing, employment, and sales taxes.

The 2023 guide offers a detailed analysis of tax regimes across a range of countries including Central and South-Eastern Europe, Germany, Austria, Moldova, Ukraine, the Baltic States, and for the first time, Central Asian countries such as Kazakhstan, Kyrgyzstan, and Uzbekistan.

Highlights for 2023 - Serbia: 

  • The current major change in the tax environment took place last year, when EU countries agreed to adopt global rules on a minimum tax of 15% (the minimum effective tax rate after applying all available reliefs and adjustments) and to implement them in national legislation by 2023. year.
  • Regarding transfer prices in the region, we can point out that in both Serbia and Montenegro, regulations on interest rates that can be considered "out of reach" were adopted, which proved to be very challenging for taxpayers due to the general impression that they were prescribed "safe harbor" interest rates lower than real interest rates on the market.
  • This year's guide also highlights the key role of advanced technology in the financial sector, showing how its use in VAT collection increases efficiency and expands the scope of revenue generation. In Serbia, too, positive impacts on the suppression of the gray economy are expected through the introduction of the e-fiscalization system and mandatory electronic invoicing.
  • The trend towards a lower income tax rate stopped in 2023.
  • A high level of inflation was recorded in Serbia, which currently varies around 15%.
